Why the added 10%?

I noticed there's an added 15% to income in the latest calcs. Why? 2  out of 4 found this valuable. Do you?

They are assuming you have 3 trade agreements and are not a Mogul (so get a bonus of 5% per agreement and have the maximum of 3 agreements). Moguls can have 5 agreements at a bonus rate of 10%, so that income figure can be changed to 50% for a Mogul. 2  out of 2 found this valuable. Do you?
