Low level, too many acres

Since I had no idea what I was doing when I joined, I immediately maxed out my acres because I didn't realize that I couldn't attack kingdoms three times smaller than mine. Now I'm a level 1 with about 20,000 acres and I keep getting attacked by level 42's and things like that, but I can't attack any lower levels, so I basically can't win. Should I just build up forces until I can attack higher levels? Do you find this valuable?
